Tree City USA is a national recognition program created by the Arbor Day Foundation and partners with the USFS.  Over hundreds of cities across the U.S. are certified Tree Cities.  The purpose of the recognition program is to cut energy consumption, help with storm water management, increase property values and educate people through the usage of more trees in the community.  The four main standards of getting certified are having a tree board or department within your municipality, a tree care ordinance, a community forestry budget of $2 per capita annually and an Arbor Day observance. Tree City USA also stresses the importance of ecosystem services, economic benefit and health impacts that an increase of trees in towns can have.  Tigard, OR has been a Tree City for 18 years.   Tigard has on their website an urban forestry master plan where specifics like landscaping requirements, hazardous trees, management guidance and tree grove protection are spoken about in detail.
